Mass Media in the Policymaking Process

<概要/Course Content Summary>

The media can and often do play a crucial role in policymaking. The key question is therefore to what extent the media influence the policy-making process. In the context of the post-truth era, traditional media have been confronted in recent years with a major upheaval that has given way to the spread of fake news and manipulation. Moreover, access to digital telecommunications tools has also led to profound changes not only in politics but also in society. The role of Facebook, Twitter and YouTube has accentuated a clear tendency to challenge the traditional mechanisms of representative democracy. From the various cases such as the manipulation of the American elections, the movement of yellow vests in France, there is no doubt that the relationship between people and information is radically changing. This course will examine the complex relationship between the media and policymaking actors, institutions and processes through a comprehensive survey of the research literature. The course aims to deepen understanding of the discourses in mediated political communication, knowledge of the policymaking processes, and the news media’s role and effects on these processes. The course will focus on recent political and societal developments, taking specific cases from different places around the world.

Upon completion of this course, students should be able to understand and articulate the key concepts of policymaking and the interaction between media and politics. The learning outcomes for this course are to be able to:  
• Critically evaluate and discuss the research literature and identify important themes in the study of media and policymaking.  
• Demonstrate an understanding of different theoretical perspectives and international policies.  
• Gain a specific knowledge in discourses Analysis

Following the measures taken by the university to prevent the spread of SARS-CoV-2, the course will be delivered online. It is recommended that participants always check with the ILA office for the latest information on measures taken at the university level. Also, taking distance courses requires self-discipline. Participants are responsible for consulting with the instructor in the event that it is difficult to follow the online courses.

<成績評価基準/Evaluation Criteria>

Attendance  15%  An online attendance system is set up before and at the end of each session. 
Take-home exercises  40%  Home-based exercises will be used instead of a mid-term evaluation.  
Teamwork and group project (online collaboration only)  20%  The participants will be challenged to work on a policy related project. Do not meet face-to-face with other participants.  
Final evaluation   25%  The participant will be invited to submit a case study on the power of the media in public policy making.  

Participants are responsible for completing the online course. An online attendance system is set up before and at the end of each session to ensure that the participant is involved in the course.
